I linked to the history. python2-rsvg is in the history 10 days ago. There is not python3 in that PKGBUILD. If you want to build python2-rsvg, get the PKGBUILD from >10 days ago:

Did you, like the complainers, try with yaourt? Or plain makepkg?

The reporters probably have other build dependencies installed that make the package build some other modules (evolution in this case). You should explicitely disable the build of modules other than rsvg in the configure line.
