That message means that the controller is seeing "signals" on the USB bus that appear to be noise rather than anything recognizable as a USB device. And that it is now going to ignore them rather than try to interpret them.
EMI means electromagnetic interference. The suggestion being that a source of electrical noise nearby may be upsetting that port. It is not necessarily the case.
Have you anything connected to that port? Are you using good cables? Do they meet all of the USB specifications, including maximum length? Is there a transmitter (like a wireless access point or a portable phone) sitting next to that port?

Did you in /etc/modprobe.d/options add the following
options dvb-usb-dib0700 force_lna_activation=1
