Lower Resolutions with Steam

Is there a way to play a game on a lower resolution than my current desktop resolution, without the game looking blurry (because the game runs on my desktop resolution scaled down)?

My desktop is at 1280x1024. I want to play CSGO at 1024x768, but the game is literaly still at 1280x1024 and blurry/"stretched-down" to look like if it's at 1024x768. See: http://i.imgur.com/vhm68nv.jpg

I've already set the "-w 1024 -h 768" launch command.

LCD screens aren't really designed to not run at their native resolution, doesn't have much to do with the game, you'd see the same if you switched your desktop resolution. I don't have the game on me, but if you could run it within it's own window, that would be one way to do it. If it is set to fullscreen it will adjust the screen resolution which leads to the blurrying.

Same problem. It switches resolution on Windows and it doesn't look burry. But on Arch Linux, the resolution stays same and the game looks blurry
