I think the problem is going to solve soon as the kernel 4.9.7-1 is in testing repos. I've already tried that kernel & it is working fine. It shuts down normally. You may wanna try this enabling the testing repo or you should wait for a few days for the stable release from core repo

You might try the results with "nomodeset" to verify IAmAArchEr findings and possible relation to the GPUXorg doesn't start up but the PC shuts down fine.
OZooHAIf xorg is not working then you don't have the .xinitrc file.
sudo pacman -S xorg-xinit
sudo nano ~/.xinitrc
Type : exec gnome-session & save the file
Now "startx" command should start the xorg session on gnome 3 even with nomodeset [Assuming that you are using gome]
I had the .xinitrc and despite that the Xorg did not start.

That's promising. I will wait till they push it out into the core repos.
Cheers.
Thanks.

Less a surprise - the key why X11 w/o modesetting and nvidia works will be xf86-video-vesa.
There's been a lot of ACPI related fuzz for 4.9 - let's hope it's just that and fixed in the latest kernel

To confirm and reiterate what said IAmAArchEr - its work with the new kernel 4.9.7-1 which is present in the core repo.
Much appreciated. Thanks.

I have had the same issue with my system for a year or so, over multiple kennels versions. I have found if I turn off the USB3 controller in the UFEI on my ASrock H97M Pro4 system will poweroff correctly. To get around this, I just added a shutdown entry into grub.
