Having trouble shutting down when dedicated GPU is attached

Hi guys,
I dont know if this is the most fitting subforum but still i thought it kinda fits in here.
So lets get to my problem...
My primary GPU is the IGPU of the i7-7700k im using. The dedicated GPU i have got is an AMD R9 290X, which should not be used by linux and is disabled via VFIO.
As soon as I want to shutdown my system with the GPU installed it will stop the shutdown showing "Reached target Shutdown" with GPU,CPU and PSU fans still running and monitors displaying the shutdown messages.
First i thought this is caused by VFIO, so i disabled everything having to do with that and tried shutting down... which turned out to not work.
Since the machine is shutting down fine without the gpu installed i guess its not a problem with vfio right?
tldr: System is shutting down without gpu installed, doesent shutdown with gpu installed

Rebooting is working fine btw.

Booting into antergosLiveUsb is giving me the same issue btw
