Wifi/LAN connection issues, upgraded from 4.8.13 -> 4.9.6, X220

First post, please don't hate me!

I updated my Thinkpad X220 from linux 4.8.13 to 4.9.6 and my wifi showed strange behaviour. It showed a connection to the network but no packages were sent. I was connected to the network and saw ARP packages and other requests via Wireshark, but nothing from my machine. The same goes for LAN.
Linux 4.9.8 shows the same behaviour. I need the laptop everyday so I downgraded again to 4.8.13 and it worked fine.

I can see the controller via lspci -k

03:00.0 Network controller: Realtek Semiconductor Co., Ltd. RTL8188CE 802.11b/g/n WiFi Adapter (rev 01)
        Subsystem: Realtek Semiconductor Co., Ltd. Device 8195
        Kernel driver in use: rtl8192ce
        Kernel modules: rtl8192ce

I tried forcing Ipv4. Result was a connection that sends 60 packages -> looses 30 packages -> repeat.

I'm out of ideas. Did anyone else experienced the same at some point?
