Not using all the swap space.

Hello. I am running linux 4.9.9-1 on a machine with 8GB ram and 32GB swap partition.
I did a operation that intentionally required a lot of memory.
At 7.8GB ram full and 8GB/32GB swap full, the out of memory reaper kicked in.
I rebooted and tried again. The same thing happened. At exactly 8GB of swap used, the out of memory reaper kicked in again.
So it appears to only want to use as much swap as ram (or only up to a fixed size of 8GB of swap).
Is this expected, due to arch's kernel config, or some linux kernel bug no one noticed?
