HDD USB 3.0 devices not detected unless plugged in before booting

My HDD devices connected to USB 3.0 when I'm already using the system does not get detected by lsblk and by udiskie. dmesg says:
     
    usb usb3: root hub lost power or was reset
    usb usb4: root hub lost power or was reset

If reboot or if I plug in the devices and then start the machine, then it gets detected and everything is fine.

USB 3.0 flash drives work as expected--problem is only with external HDD 3.0 drives. Sounds like some autosuspending/power-saving USB issue but I don't recall explciitly using any power-saving settings (I'm on a window manager so no potentially conflicting DE tools). My few udev rules have nothing to do with USB settings (maybe I tried one a while ago it is removed).

I have powertop only to monitor power usage (I don't think it automatically applies any power-saving settings) and have thermald installed (this controls temperature though, so I don't think it's relevant).
