Doesn't help. (gpg: keyserver receive failed: No keyserver available)
Updating pacman library doesn't work either.

Check your ~/.gnupg/gpg.conf , have you set a keyserver in it ?
If you don't have that file, check gnupg wiki page .
Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.

Yes, but not the correct one. This is the correct command:
gpg --keyserver hkp://keys.gnupg.net --recv-keys 824A5E0010A04D46

hkp://keys.gnupg.net is a very common keyserver, why are you using one that doesn't sychronize with it ?
