I have this gpu ( Oland XT [Radeon HD 8670 / R7 250/350] ), and I am using OS driver "radeon" (xf86-video-ati) and if I am right, this chip is not supported by "amdgpu" new opensource driver? What bothers me is it that gpu chip supported by amdgpu-pro driver and is there any difference?

Your cpu appears to be a Southern Islands card, or GCN 1st generation .
The amdgpu wiki page has useful info.
Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.
clean chroot building not flexible enough ?
Try clean chroot manager by graysky

OK, that info is all I need,....gcn first generation... Thanks
Interesting, I just installed xf86-video-amdgpu (xorg driver) and blacklist radeon, and now my GPU works with amdgpu...
