I'm using powertop --auto-tune, which is working well to keep power usage down for the most part.
However, after resuming from suspend, my laptop's fan continually whirrs despite low system loads (load average 0.25).
Powertop is reporting 100% usage on audio, webcam and USB despite them not really being in use:

journalctl seems to show power control on those devices fails on wake:
