I followed the steps in https://wiki.archlinux.org/index.php/sshguard
But the rules do not sufivee a reboot

What do you mean they don't survive a reboot? They are stored in a file, is the file gone, or do you mean they just aren't applied after a reboot? If the latter, did you enable iptables?
