Windows 7 freezes at start up when setting up PCI passthrough

I have been scratching my head over runing a windows 7 guest with PCI passthrough.

I tried both qemu and libvirt + virt-manager.
Using the PCI passthrough via OVMF arch wiki guide, so far:
1. I managed to install a win7 guest with virtio but without pci passthrough, I was prompted to selection the virtio driver in order to see the partition during windows installation.
    I was actually greeted by win7 desktop after the installation and the time zone/ computer name setup wizard.
2. I can light up the separate monitor when PCI passthrough is enabled. I was able to see the logo through the monitor connected to the isolated GPU, but any attempt to install a win7 or run the already installed win7 image was unsuccessful.
    The vm would freeze at "starting windows", and cpu activity will stay at a constant level.
3. Although I could not start windows normally, I was able to boot win7 using safe mode. However, the safe mode repeatedly freeze at loading /system32/driver/classpnp.sys.

Any speculation on the possible cause is very much appreciated.

My specs includes:
i7 6700K
asrock Z170 Pro4S
GTX1080
all of which should have support for iommu, otherwise I would not be able to see the second screen lighting up.
