libinput - change the speed of the mouse scroll wheel

When I'm on a webpage if I use a traditional mouse with a scroll wheel the wheel is ungodly slow.  I would like to increase the amount of lines per scroll.

I've done a lot of research on this issue and the closest I can find is a really long explanation that breaks down to "it's hard".

you could set 284 to "0, 0, 1" and use button 2 (286) to "scroll" using mouse movements
