Toshiba laptop fan control

I have a Toshiba laptop with motherboard Intel VG10F.

I want to control my fan speed because sometimes the laptop is too hot and the fan is not working at full capacity and sometimes the laptop is cool, but the fan works at big capacity. I know that for Dell laptops there is something called i8kutils which does this work. I was wondering if there is something like this for Toshiba or is there a way in which I can control my fan?

I have toshiba pslc8c 1234567 satellite l300d with AMD Athlon X2 processors. Just figured by switching the CPU frequency scaling in the BIOS to 'Low latency' from 'Dynamic' has had my fan going. Until now only opening Firefox would bring the laptop 100 deg and cause it to shutdown. Hope this helps.

PS - Before doing the above I started the laptop and ran linux for a while doing nothing say for like 10 minutes atleast. May be this helped to update some config needed for the fan control. Earlier I did not do this and may be thats why the fan control config did not get picked up. Now I switched CPU scaling back to dynamic and all seems well.
