WiFi network invisible

Hi!

Usually wifi is working fine on my device, but there is one network which is not detected although it is set up to be visible and other devices have no problem seeing it.
Neither NetworkManager nor wifi menu can see it, but the strange thing is, that it becomes visible if i repeat the following command for a manual scan a few times:

sudo iw dev mlan0 scan

Sometimes it gets visible after the first manual scan, sometimes i need to repeat the above command again and again. Once iw detects the network, it gets visible in NetworkManager, too, and i can connect to it and use it without any problems.
Since this is very weird behavior,  I have no idea what is going on. However, I suspect that it happens because the network is a WPA2 Enterprise network. There is no problem detecting  "normal" wifi networks.   

(I dont know if this is any help, but the original OS of the device had no problems detecting the network (Windows 8 was preinstalled and I set up a dual-boot system)).

Details on the network:

- "eduroam" university network

Settings:
- Auth: Protected EAP (PEAP)
- CA certificate: Deutsche Telekom ROOT CA 2 (https://www.pki.dfn.de/root/globalroot/)
- PEAP version: Automatic
- Inner auth: MSCHAPv2
- (username and password)
