Heyho,
got a Problem getting 2160p@60Hz out of my Intel HD Graphics 5500. I try it with a DP 1.2 to HDMI 2.0 Adapter. I already tried it with this Microsoft thing, to be sure the Adapter is working, and it worked. But I can't get any Linux doing the same, I'm always stuck with 30Hz.

You know what, I had a similar issue that nearly drove me mad for two days.
In the end, the monitor settings on DP was 1.1, and not 1.2. Hence, xrandr misdetected the correct modes.
All I had to do is to change the monitor settings (with the display menus) to enable DP 1.2. Same for HDMI 2.2.
It was a Philips 328P6VJEB.
On the other hand, are you absolutely sure your graphics card is able to handle 4K@60Hz ?
