I've got a USB 3.0 front panel hooked up to a PCI-E USB 3 controller (to get an extra header, the panel is basically a hub) that was working semi-reliably on 4.10.x (it had some issues on some boots) and not at all on 4.11.2. The PCI-E card is a "Fresco Logic FL1100 USB 3.0 Host Controller (rev 01)", and there's a set of repeated errors during boot in the kernel log:

Nothing else is plugged into the card in the back, just the header going to a USB 3.0 hub, and motherboard provided ports work fine. Any ideas?

Upon updating to 4.11.3 (and when I finally had time to get enough info to report it) the front panel came back online on reboot. It's a generally flakey USB setup on this computer anyway, so it may have been a transient thing - I rebooted instead of shutting it down and cold booting, which tends to affect it. Marking this [SOLVED] for now.
