Is it possible to install packages per-user instead of system-wide. Or is there a way to install a package without sudo?

This is an X-Y problem: what are you actually trying to achieve?

-You should probably take this with a grain of salt, I usually don't reply to threads because I lack confidence that what I say is right. But in this 1 case, I had a similar experience once, so I'm fairly sure I'm speaking correctly-
I don't think pacman allows you to do this. If you want to install some package on a per-user basis instead of system-wide, you would have to compile it from source yourself on the user you want the package installed on. I remember dealing with a similar issue with ubuntu, where apt-get wouldn't allow this either.
But that was Ubuntu and this is Arch, so I might be wrong and making a few assumptions here.
https://wiki.archlinux.org/index.php/pacman I read this just incase (Which I'm sure you did too) just to look if there was anything about this and I found nothing. So I'm fairly confident that I'm right here.
edit: After thinking about it some more though. I'm not sure how 'safe' what I just suggested would be. I hear installing something behind Pacman's back can lead to unwanted results down the road. So I would probably wait for someone else's take on this lol

The Hidden Secret of Arch Linux Forums:
No. No one here really uses archlinux. Arch Sucks.
We're just a bunch of neckbeards who tinker with arch linux in our mom's basement during our free time ... which we have a lot of because we are unemployed. ~ Trilby

Haha (I had some fun reading that web page). I want to install wine. I have tried installing wine from source but I had trouble with it, so I would just like to install the Arch package. So, what I really want to do is install wine however I am not super user. Is it possible to install wine?

If you are not the administrator of the machine, then no; you will need to ask that person to install it for you.
