PWM display weird behaviour

Hi, i'm experiencing an unusual problem on my HP spectre x360 (Kaby lake).

The screen seem to have different "refresh" rates based on the interaction i perform.
When there's no activity, the refresh rate (i guess it's the PWM frequency) seems to be lower.
When I interact with the computer (e.g. scroll a web-page, display a video), the refresh is boosted.

During this frequency change, the luminosity of the screen changes for an instant.
This is perceivable and it's frustrating me.

I set up a test to better explain this problem and you can see a video of the issue here: https://youtu.be/BXGJKr-PyXQ

This machine runs with the intel i915 driver.
Is this perhaps related to a power-saving mode?
