2 days ago, I logged onto my Arch PC as always. But, the start menu, my desktop icons (and shortcuts) were gone. I right-clicked on the task bar and clicked "add applets to the panel" and I clicked everything, and restore to defaults, but it says that they have been disabled. I also tried to find the terminal, which I cannot, to run some commands.

You can launch applications by pressing Alt+F2 and then typing a command, e.g. gnome-terminal.

Thanks, I got the icons working again. But the start menu, like in the bottom left corner, is still gone and I went through the applets and tried to find it to enable it.

You could also restore the default settings by deleting the cinnamon configs. Don't using cinnamon by myself, but a quick search for resetting the panel gave this links
