package maintainers and Apache

where can people leave suggestions (does anybody do that?) for maintainers about there packages they have built? I don't mean to be rude in any way but specifically with Apache 2.2.2 it was built without required files and the scripts need to be rewritten since it was moved from the package group testing to current. If I could pitch in and help build those packages I wouldn't mind but I have never looked into becoming an arch maintainer. Suggestions about becoming and/or helping maintainers?
