Usb microphone records at an inaudible high pitch

Hello all,

     I am having an issue with my usb microphone. It is a Logitech USB Webcam and microphone.     
When I record with the microphone the audio sounds extremely high pitched and inaudible. Here is an example https://ptpb.pw/l-Wc.wav. If I slow it down to 16000Hz in Audacity it’s more sane. This problem also doesn’t seem to happen when I don’t have pulseaudio started, so I’m certain the problem resides with pulseaudio.

    I’m pretty lost here, and am not sure how to go about fixing this. If anyone has any thoughts please let me know. I can also add any additional information if needed.
