Some TUR Packages Not Being Able to be Installed via Pacman

I have noticed that a good number of packages can't be installed via pacman, but are in staging.  Anyone know the cause of this?  Such examples are gnome-cups-manager, amule, cups-pdf, giftui, and probably others.  Does anyone else have this problem?  Because of this, I am seeing numerous other people uploading packages that are in staging or people's turs into incoming cause a simple pacman -Ss packagename returns nothing.

The TUR system is messed up. Jason is currently creating a new system that's suppose to be much better.

So it will all be fixed soon.

Soon is a relative term, but yes, the new system will be much more reliable than the old one.
