locale not properly initialise

Hi!
Please help me.
usually enough to write one string in the local.conf
LANG=ru_RU.UTF-8
and locale output shows other initialized sets LC_* variables
$ locale
LANG=ru_RU.UTF-8
LC_CTYPE="ru_RU.UTF-8"
LC_NUMERIC="ru_RU.UTF-8"
LC_TIME="ru_RU.UTF-8"
LC_COLLATE="ru_RU.UTF-8"
LC_MONETARY="ru_RU.UTF-8"
LC_MESSAGES="ru_RU.UTF-8"
LC_PAPER="ru_RU.UTF-8"
LC_NAME="ru_RU.UTF-8"
LC_ADDRESS="ru_RU.UTF-8"
LC_TELEPHONE="ru_RU.UTF-8"
LC_MEASUREMENT="ru_RU.UTF-8"

but my system locale not properly initialise

OK. maybe locale variables re-initialized after locale.conf?
write new /etc/locale.conf:

all right!  We conclude that nothing overrides the variables.
So, where initialize LC_ * variables from LANG =?
Whats braked in my system?
Why locale variables not properly initialise from LANG=?

and strange, when I connect to localhost by ssh same user (ssh localhost)
locale shows normal initialized variables when one string "LANG=ru_RU.UTF-8" in local.conf
