Hoping someone can point me in the right direction.
I installed tlp and acpi_call on my thinkpad W540 with no changes to configuration file, just running as is. I found that it produced 2 annoying features that led to me removing tlp and acpi_call. First main issue is that it would take a while for my laptop to poweroff - I would have numerous stop jobs running and I could wait up to 10 minutes for laptop to powerdown.
2nd issue, the internet was a bit laggy. I got a 200mbs download connection (I connect with wifi) so everything was working very fast. When web browsing, pages would open in a split second, but with tlp installed things slowed down. It could take on average 5-10 seconds for a web page to open.
I uninstalled tlp and acpi_call yet the laggy internet issue continues (although the stop jobs during poweroff have stopped being an issue). Maybe tlp changed some setting and didn't unchange it on uninstall?....
Note I also followed the arch wiki on installation of tlp and masked 'systemd-rfkill.service' and 'systemd-rfkill.socket'. I also unmasked these 2 services after removing tlp.
Any pointers are what might be happening?

Check txpower, bluetooth state and whether you are (and where) on 2.4 or 5 GHz

I feel stupid now, but it was network manager connecting to public "xfinitywifi" connection after I connected to a public one a few days ago when I was out and about. There is also a public "xfinitywifi" in range of my home, so it was connecting to that when I was home and that connection much slower than my home one. Doh
