If i upload a PKGBUILD where the resulting package includes FDKAAC ( license) is that against copyright?
distribution is permitted but the PKGBUILD is not a distributed package, everyone is building from source... but i am not an expert in reading and understanding licenses.
is it correct/enough to install the license in /usr/share/doc ?

See there relevant section on “license” in PKGBUILD. In particular:
Install the license in: /usr/share/licenses/pkgname/, e.g. /usr/share/licenses/foobar/LICENSE.

It says the following:
Redistribution and use in source and binary forms, with or without modification, are permitted without
payment of copyright license fees provided that you satisfy the following conditions[conditions follow]
So, yes, if you follow the conditions mentioned, you can distribute it even in source form.
