Arch running on my HTPC/Seedbox/Homeserver/Backupserver with:
CPU + GPU: Intel G4600
16GB RAM
1x SSD + 1x 4TB WD Red
I wonder if forcing "intel_iommu=off" is save if I don't plan to do GPU passthrough?
Or does "intel_iommu=off" also affect other things on the system?

Did it used to affect you?
It always used to be off by default, Arch changed this to be on by default instead causing some recent issues. By manually setting it to off you are simply reverting to how it always used to work. If it didn't cause you any problems in the past then it won't do so now.
This change is being reverted in 4.13.5 which should be out of [testing] soon.

Well its a new system (starting building + installing 1-2 weeks ago) and also with a completely new task: Run energy effecient 24/7.
So I can't really say yet if "off" would give me any issues. Also maybe I won't notice if "off" would also turn off some energy saving option or so (I don't know ).

You really only need the intel_iommu on if you want to do virtualisation and pass through PCI(e) devices to your VMs (e.G. GPU, Controllers, Network Cards etc..). If you don't plan to do this you shouldn't need it. AFAIK it also has nothing to do with energy saving options or similar, at least I don't see any difference in Battery runtime on my Laptop between setting it on or off.
