Add gst-libav as dependency to pitivi

Missing gst-libav gives errors or even crashes for which the cause is hard to find.
I wonder what the argument for making it optional (if any) is.

1. Posting it here does nothing. Nobody that has the ability to change it will see it.
2. It's already listed as an optional dep, which is correct, so there's no bug.
