Gnome on screen keyboard wrong input

Gnome keyboard types the wrong characters when I try to use it. Capital letters are not typed, instead they are typed as small letters. Both symbol pages are mixed up and symbols which are normally typed by pressing shift on a physical keyboard input their non-shift character. This means pressing '@' inputs 2, [ and { buttons both output [, underscore button only gives a regular dash.
The physical USB keyboard works correctly.

Are you using Wayland or X11?

It sounds to me like the virtual keyboard is sending the wrong (or no) keycode for Shift. Using xev or similar might give you more information on that.

This bug is already reported upstream. I also stumbled upon this. It works under wayland, but not within an x11 session.
