External USB C HDD not discovered at boot.

I have an Intel nuc6i7kyk running 4.13.12-1-ARCH.

Attached via USB C to USB C is an external hard drive which is not shown in /dev if plugged in during a boot.
Unplugging and replugging the device doesn't help, if it's plugged in during boot it refuses to appear till I reboot with it unplugged.

If the device is plugged in after boot it works fine.
Attaching the drive with a USB C to USB A cable prior to boot also works fine.

However it sounds like that patch landed in 4.7 so should be resolved, and it's kind of the opposite issue I'm having anyway.

I've also set my Thunderbolt Security BIOS setting to Legacy with no effect.

dmesg appears to show an error but I can't find any info on what it means:
