As the thread title says, booting 4.13 gets stuck at the "Started udev Kernel Device Manager" line for me.
I am using AMDGPU and have added the "amdgpu.si_support=1 radeon.si_support=0" command line parameters. So if this is graphics card-related, I don't know what else to do or how to investigate this.

If you log in from live media and check the journal is anything recorded after what is displayed in the screen capture?

The log does not seem to contain anything unusal. I forgot to mention that at least the system still responded to Ctrl-Alt-Del and rebooted properly.
I believe the problem occurs at the point where the console is about to switch to the custom console font as set in vconsole.conf (FONT=sun12x22). The fact that this mode/font switch never happened is what makes me think this is a graphics issue.

So it appears the boot is not hanging but the screen stops updating. What package updates / config changes caused this issue to start?
4.13 is now EOL have you only just updated to 4.13 or only just reporting the issue but it has always been present since the update to 4.13?
Please also change the oversized image to a thumbnail.

Ok, it looks like the new kernel parameters were ignored because they were followed by the line GRUB_CMDLINE_LINUX_DEFAULT="" later in the file. (SSH'ing into the system and looking at dmesg output solved this very quickly; I should have tried that sooner.) Oops. That must have been a leftover from testing different kernel parameters.
