how to start a arch net install from a running old arch base system?

If the old iso is post aug 2013 , it should be possible to install arch linux in steps using the arch linux archive server as mirror.
That will be a lot of work and tricky though.
You could try Install from existing Linux
Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.

How old are you talking. All arch installs are "net installs" and they have been for a very long time (if they ever weren't).
But a more important question: why bother? CDs are cheap. Get a new one.

I wouldn't use anything that doesn't have pacman 5+. Without that, hooks won't be run and your new system will be broken.
