While wine-mono in [comunity], but wine-mono depends on wine and wine-mono in [multilab], that means if I doesn't using [multilab], I can not install wine-mono.

Ahh I see what you mean. I think that if you want to discuss about whether or not wine-mono should be moved into [multilib] (since it depends on package reside there), then I think you should take this to mailing list or bug report instead, since most devs rarely hang out on the forum.
Unless if I was wrong and you want to install wine-mono then you should do what @circleface said and enable [multilib] repo
