I have claws-mail, aspell, aspell-en, aspell-ru and enchant installed, but in claws-mail there is no Preferences>Compose>Spell cheker section at all. I tried to reinstall related packages, but it have no affect.
What can be wrong?

You are right. In Preferences an Preferences for current account, the 'spell checking' scetion shows in claws-mail 3.16.0 for Windows It does not in claws-mail 3.16.0-2 for Arch Linux.
The reason could be a change in the lib path of enchant 2.2.1., as explained here:

This has already been reported to Claws.

Ok, it seems it should be some trick with softlinks. But enchant links for /usr/bin/enchant-2, /usr/lib/enchant-2 and /usr/lib/libenchant-2.so have not do the trick.

Actually, I don't think that anything is being done about that problem either on the upstream or the Arch Linux side.
I tried to compile claws-mail using the official PKGBUILD from the latest (3.16.0-2) release, but to my surprise, it didn't even link enchant to the claws-mail binary. It appears that ./configure can't really locate enchant and in effect it sets up the build system to leave it off even though it's required by --enable-enchant.
Anyway, I checked the claws-mail from the official package and, sure enough, it is not linked to enchant at all.
Since I couldn't find any information about the problem, beside this very thread, I filed a bug report to Arch bug tracking. For the reference: https://bugs.archlinux.org/task/57438.

The problems is solved in 3.16.0-3 which is already in the repos. It was caused by an erroneous enchant detection rule in configure.ac.
