If now the normal `syncthing` package provides it it should be added to the `syncthing`'s `PKGBUILD`.

This is an odd one, because the packages don't conflict, and syncthing-inotify can continue to be used (according to the github page), so adding a conflict or replaces doesn't seem appropriate.
It may be worth opening a bug report and getting confirmation from the dev whether they have considered this, but it's not uncommon for package maintainers to quietly drop packages from the repositories, and relying on users noticing this while doing maintainence on their systems (such packages are listed by 'pacman -Qm').
