Kate has lost her memory. Every time I open the file dialog Kate starts in my home directory and not where the file is located. This is annoying and I want to fix it. I have looked in every setting but to no success. How do I get Kate to remember?

It works here, so more likely to be a problem on johane's setup than a KDE bug. Are the permissions on e.g. ~/.config/katerc correct? Have you ever ran kate as root without using kdesu? What does your session look like?

No I have not run kate as root without kdesu.
What are the correct permissions?

Either of the following, personally I prefer the latter:
ls -l ~/.config/katerc
stat ~/.config/katerc
I don't have kate, so I can't say precisely what they should be, but most likely the ownership should be <youruser>:<youruser> or <youruser>:users and the permissions should likely be 0644 or -rw-r--r-- (don't yet try to change them if they are not as I'm not 100% sure).

adjust as relevant on your system. Is it only kate that has this issue, or does it happen in other kdialog using programs as well?

I would create a new user and check if with that user it works fine or not, that should help figure out if it the problem is caused by a stale/borked configuration file or something system wide.
