Low wifi link quality in rtl8723de driver.

Hello! I have an HP 14-bs007la notebook with dual boot with windows and arch. The wifi device of the notebook is a rtl8723de, a driver that did not come predetermined in the linux kernel. Therefore, I had to download a driver from the official hp repository, and install it via DKMS. Now, the Internet is excellent, except for the low connectivity.
This is the output of the iwconfig:

This makes it have little connectivity even being in the same room. The router is excellent, all my other devices are connected throughout the house at an excellent speed, the problem is with this driver. Is there any possible solution?

Ok, not trying to thread jack here, and have been putting in more effort with Arch than in previous new distro endeavors before asking for help.  I've done reasonably well, given Arch has a pretty good WIKI - and I've used Linux for about 14 years now, so sometimes the articles don't give the answer but combined with previous knowledge I'm getting by.  Enough about that, so my laptop has this same wireless adapter also an HP, I have it working by downloading and installing via make, then make install (so I get tainted kernel messages, but it works), when trying to use the links here with makepkg, and makepkg install, I get errors about kernel version mine is 4.18.8-arch1-1-AR..CH.

Ok it works, although I get nearly identical iwconfig results as OP, and the biggest issue, and my question:

If I do a "soft restart" -- simply typing reboot in the terminal, or from the GUI, the network adapter will not go to status "UP", and therefore wpa_supplicant fails and I get nothing, I CAN'T get it to come up with ip link wlo1 up - no error appears to be thrown, it just refuses to go up.

On a full shutdown and power on, it works everytime w/out issue.

Any ideas GREATLY appreciated, I know you will likely ask for log files and config files, etc., please ask for what you need I will gladly post the information.
