Slashes after protocol name

We all know that root file system in Linux is arranged with slashes  . For example , /usr/bin , /boot , /opt/ etc.
But please look at  https://archlinux.org   , there are two slashes after the protocol name . What do the two slashes mean ? We might see hkp://  when we upload a GPG key , or we see git:// when we fetch files using git clone . What do the two slashes mean ?
