Bluetooth device not showing up (but shows up on non-Linux computer)

I have tried hard, read through the entire Bluetooth page and Bluetooth Headset, as well as numerous google searches... but no luck.

The device in question is an Anker Bluetooth Audio Receiver.

When using my wife's Macbook, it shows up in her Bluetooth devices list, connects, and sound goes through the Anker into the vintage Kenwood receiver... nice.

But with my Linux Laptop it just doesn't show up at all. I managed to find the Anker's MAC address through the Macbook. But that address never shows up when I do a "scan on" with bluetoothctl. Also tried the hcitool compat. package, still no luck. basically I am doing this:

sudo systemctl enable bluetooth.service
sudo systemctl start bluetooth.service
bluetoothctl
[bluetooth] power on
[bluetooth] agent on
[bluetooth] devices
<list of MAC addresses...>

and this:

sudo hcitool lescan

Got these bluetooth-related packages installed:

Did reboot once or twice also... no difference. My laptop is a Dell XPS 13.

Any clues?
