Mount a usb stick with install cd

I'm trying to mount a usb stick in order to install and use the encrypted file system (a file is missing that I wish to provide with the stick). My problem is I cannot mount my usb stick. I load the vfat and usb-storage modules just fine, but when I try to mount I get the following error:

FAT: IO charset iso8859-1 not found

So I looked into loading the default nls module, and it fails, saying it is not found. I even tried the iso8859-1 module, same error. Any ideas on how to get past this so I can mount my usb drive while in the cd-rom setup kernel? Thanks,

What does 'make menuconf' say for File Systems -> Native Language Support (down at the bottom of the filesystems options)?

Make sure the default is correct and -- if you want to load these as modules -- they are selected as modules (i.e. <M>, not <*>).
