The file shredder srm and a video converter winff have been completely removed from official repos. What causes a package to be removed from the repos?

They were orphaned, not needed for other packages and no dev/TU volunteered to maintain them so they were removed in last repo cleanup.
Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.

I understand now. However I see that the package gnome-icon-theme-extras was on the list to be removed. Does this mean that the maintainer abandoned this package and someone else became the maintainer and was not dropped? Can packages in core and extra be dropped for the same thing? Is there anything stopping a major package to be dropped such as Firefox or Chromium?

If you had fully read the thread linked to above then you'd see that the gnome-icon-theme-extras package was adopted by another developer.
And no, there is nothing to stop a maintainer from dropping any package, although in the case of software such as firefox and chromium the chances of another of the devs using it (and therefore adopting it) are close to 100%.

Very unlikely any packages in [core] will be dropped due to lack of developer interest.
