xfce4-appearance-settings not working

I am not using a login or desktop manager, only i3-gaps as a window manager.
After a full system update my xfce4 appearance settings don't work to change the theme of applications such as thunar on my regular user.
Running the application as root to change the appearance settings works if the application I want to run is also run as root.
I have tried reinstalling both xfce4-appearance-settings and thunar to no avail.
I have deleted all .config/xfce4 related files, and they have been regenerating appropriately.
The only solution I have been able to find is to run

xfce4-session

which brings up the xfce menu bars and other things, which I do not want. However the appearance of applications is now able to be set by xfce4-appearance-settings as expected.
Strangely enough killing the xfce4-session process after it has started keeps all of the appearance settings correct.
I have never needed to run xfce4-session before for the themes to be set correctly, and ideally I don't want it to be installed at all.
I don't know what the issue is exactly, any help would be appreciated!
