One of new features of Gnome Shell 3.28 is the ability to star files and folders in the Files application (https://www.gnome.org/news/2018/03/gnome-3-28-released/)
I searched for more info about this new feature (https://www.omgubuntu.co.uk/2018/03/top … 8-features) and it says:

It’s easy to star a file or folder in Files 3.28:* Right-click on file/folder to star when in icon view
* Click on the ‘star’ icon when in the list view
...
I can see the Favorites category (empty) but I can't add any file or folder with either of those two ways.
If I press "Right-click on file/folder to star when in icon view" I don't see any option to 'star'.
If I "click on the ‘star’ icon when in the list view" nautilus does nothing.

and I added a vote to your bug report because I noticed the same behaviour. On the other hand, Arch released Gnome 3.28 pretty quickly, usually we wait until .1 (one month). Maybe there are small bugs

For now, starring works only for indexed folders. Your Documents or Pictures folder are indexed by "Tracker" (by default, if you do not change it). Can you check starring works for files and folders in one of these folders?

Yes, I confirm, I have Star on right-click menu if the file/folder is in Documents folder.
Additionally I managed to star *some* items, even if not in the Indexed folders:
- set the view in list mode
- right-click the header (column names) and checking Star column.
- use the star column to... star items.
