System wide Middle mouse scrolling

I would like to make it so I can hold the middle mouse to scroll while clicking the button still gives the usual paste functionality. I have been able to get this working on devices which have a "libinput Scroll Method Enabled" option under xinput, but my graphics tablet does not have this option.

I have already tried using easystroke, but I do not like having the overhead which comes with gesture recognition software if I don't use most of the features.

Ideally I would like this to exist as a startup script or configuration file.
