Since the terrible GNOME 3.28 update, I cannot open the Budgie desktop settings through Raven or with the command:
budgie-desktop-settings
The Budgie panel seems to restart. One time, I got logged out of my session and the LightDM greeter asked for my password (I've turned on automatic login).
