Back in January, there was this printed by pacman after upgrading cups:
Cups daemon is now running under "cups" user+group.
Please make sure to enable the new user+group change in
/etc/cups/cups-files.conf or merge changes from
/etc/cups/cups-files.conf.default. After a service restart
make sure /etc/cups and all files within are owned by
cups group - run "chgrp -R cups /etc/cups".
I didn't see those messages at that time and never made those changes that were described there. Today I wanted to print something, and it didn't work. After fixing the config file and doing the "sudo chgrp ..." thing, printing worked again.
Maybe you also never followed those instructions and this was fine at first, but now libcups had a change that makes Plasma crash?

My
config seems to be ok
--- /etc/cups/cups-files.conf
+++ /etc/cups/cups-files.conf.default
-SystemGroup sys root lpadmin
+SystemGroup sys root
and I've done "sudo chgrp …" before
But I have umask 0077, maybe need more permission changes

I have found the issue
New libcups seems to have some changes in config parsing
My config /etc/cups/cupsd.conf had a lot of
AuthType Default
it was working flawlessly before, but with new libcups version it does ask password for any operation, even for getting list of printers.
Removing this lines to match cupsd.conf.pacnew solved issue, nor any printing ask for password, nor plasma freezing.
I think plasma tried to list printers, but was not able to do so due to required auth, instead of continue startup it did silent freeze
