Creating a package for fisherman plugin

Should I create a new package for every fisherman plugin? Is it better to have the plugin in the AUR, or is using fisherman just fine? For example, fisherman's z is not in the AUR, and I was thinking of adding a .PKGBUILD.

The question is not exclusive to fisherman, but to practically any plugin manager. I know it is recommended to use pacman over pip for python libraries, so I guess that the same thing applies to any other software installer.

It depends. For installing plugins to your home dir, using a built in plugin manager is fine. If you need to install them system wide, you should really use pacman.
