when i view package for example a archlinux package(tar.gz) i see that the package is put into folders like usr/bin. what are the scripts that compile the program into those folders.

Arch uses makepkg to build packages. This "installs" the build files into a fakeroot directory ($pkgdir), and then creates a tarball containing this directory. What gets "installed" to the $pkgdir folder depends on the upstream project and the package maintainer.
