Hello.
Since the new major version update of VLC 3 I have several issues with it.
The first and the most weird is each time I exit the fullscreen view VLC's window goes up one at a time until the time bar is reached the edge of monitor view.
The second is on every media play the VLC title window is always above the screen and I can't move it down.
The third is, when I have the mouse arrow on the VLC's time bar, a window is showed at the panel. Happens with the LXpanel and tint2. Is it happening to you? Can I stop this?
And the last, not so major, I at the time bar the time scrolling is very little than the previous version.
I tried to reconfigure, delete the .config/vlc file and reinstall the software but nothing works.
Where do I start?
I use only OpenBox wm and LXpanel and sometimes tint2.

I don't have this problem with Nvidia and Xfce. I had another problem after upgrading VLC, but it disappeared after deleting its config file.
From VLC 3.0 changelog:
* OpenGL as Linux/BSD default video output
* New VA-API decoder and rendering for Linux
Maybe these changes are affecting your setup?

Sorry for the long time to answer.
I forgot to mention that I have Intel graphics card.
I've tried to messing up and trying chaning the settings like the video output from automatic to X11 (XCB), but nothing worked.

I have some minor issues with vlc 3.0, also with Intel graphics. I expect these will be
corrected in forthcoming updates.

To move the window, at least in X, hold down the <alt> key and then grab the window
with the mouse or touchpad.

Old thread but found it thanks to search.
I have had those same problems what you have but the problem with 2 first ones are not what you may think.
If I quit vlc while playing video fullscreen it doens't have title bar at all on next time when I start vlc and I cannot even move vlc window with DE's "move window" thing that can usually setup from keyboard options.
Sometimes it randomly fixes itself when starting and quiting vlc for awhile but thats not solution for that.
I think that there is some problems with vlc and how it saves geometry of it when you quit vlc.
Not an optimal solution but you can get around that bug by doing this:
1. delete old vlc configs ( ~/.config/vlc )
2. start vlc
3. move vlc window somewhere where you want it always to start
4. quit vlc
5. remove write permission from vlc config file ( ~/.config/vlc/vlc-qt-interface.conf )
After those steps vlc doesn't change config file when you quit it, starts always to same coordinate with same geometry on desktop and works without that annoying bug.
